Takuma Matsu is a Research Fellow at the Sasakawa Peace Foundation in Tokyo. His research focuses on Indo-Pacific security, maritime security, multilateral and minilateral security cooperation, and wargaming. His recent work examines the development of flexible and functional forms of security cooperation in the Indo-Pacific. He previously served in the Japan Ground Self-Defense Force and holds an MA in International Relations from Sophia University.

    The Quad should be judged less by its resemblance to a formal alliance than by its capacity to deliver practical cooperation. The flexibility of its structure enables functional collaboration and connects regional partners, institutions and private-sector actors in order to strengthen Indo-Pacific resilience.
